Harry Pickering, Tyler Morton and Ryan Hedges returned for the visitors.
Tyrhys Dolan opened the scoring for Blackburn after 34 minutes when he curled in from the edge of the box.
Sammie Szmodics made it 2-0 to Blackburn seven minutes after the break following good work by Sam Gallagher.
Kelechi Iheanacho pulled a goal back for Leicester when he converted Harvey Barnes’ cross from close range.
