Four shortlisted for a mighty parliament job

Serah Kioko, the Acting Clerk of the National Assembly, is one of four names interviewed and shortlisted for the position of power, a month after she made history and became the first female clerk swore to lawmakers.

The post of Clerk of the National Assembly became vacant after then Clerk Michael Sialai, whose term of office expired and was subsequently appointed Kenya’s High Commissioner to Namibia in July 2022.

Sialai handed over Kioko in an acting capacity that effectively kick-started the process of finding a content clerk.

The four candidates interviewed by the Parliamentary Service Committee (PSC) will know their fate on Tuesday, November 1, when Sialai’s permanent successor will be announced.

The other candidates seeking the powerful position are Eunice Wanjiku Gichangi, Samuel Njoroge and Mohammed Ali Mohamad.

Kioko has served as the deputy clerk of the National Assembly, overseeing and overseeing chamber duties and assisting the clerk in advising the chairman. She can boast 28 years of service as a parliamentary officer.

Samuel Njoroge, on the other hand, has served as director of legislative and procedural services, while Mohammed Ali currently serves as the deputy clerk of the Senate.

The other candidate who has an eye for the powerful position in parliament is Eunice Wanjiku Gichangi. Gichangi is currently the deputy clerk in the Senate.

In July, the then leading main parties in the National Assembly – Jubilee and the Orange Democratic Movement (ODM) – were divided over who would go back for the seat.

Bribery allegations disrupted the hiring process for the next clerk, with some of the legislators affiliated with ODM claiming that a particular candidate had “bought all the members” of the Parliamentary Service Committee (PSC).

The Registrar of the National Assembly is a powerful position responsible for administrative functions in the National Assembly.

The office holder is also the authorized officer of the National Assembly and is responsible for all policy and organizational matters relating, among other things, to the National Assembly.
